Course Description: Texas A&M delivers a set of courses to prepare public officials, emergency medical services, law enforcement, fire protection, and public works for the threat posed by WMD. Courses are developed and designed to provide each specific segment of the emergency response community with the tools needed to accomplish its role in the event of a WMD incident. Additionally, Texas A&M has developed and Interactive Internet WMD Awareness Course for emergency responders. Texas A&M also provides technical assistance to state and local jurisdictions in the development of WMD assessment plans. Texas Engineering Extension Service (TEEX) offers the following courses in instruction: WMD Threat and Risk Assessment, WMD Incident Management/Unified Command, Emergency Response to Terrorism Basic Concepts, Emergency Medical Operations, and WMD Awareness (Internet course).

Course ID: IS 348  Course Title: Forecasting Terrorism
Course Description: IS348 examines the processes involved in forecasting terrorism. The syllabus examines terrorism in general, actual and planned cases of Chemical and Biological Weapons, and Improvised Weapons of Mass Destruction. It continues by differentiating the varying magnitudes of threat and effect of Nuclear, Radiological, Biological, Chemical and High Explosive weapons, and analyses terrorist precedent, strategy & psychology, from which terrorism forecasts and counter-terrorism activities are generated. It moves on to examine traditional and newer methods of forecasting terrorism: Intuition-based; profiling; conflict vulnerability analysis & prognosis (early warning); Atypical Signal Analysis & Processing (ASAP), and the Khalsa systematic Indications & Warning (I&W) methodology. It concludes with a brief overview of less conventional and known Military & Intelligence forecasting programs such as AMP (Anomalous Mental Phenomena): Remote Viewing and Psychokinesis (electron movement).

Course Title: Assessing Facility Bioterrorism Preparedness: A Guide for ICPs
Course Description: APIC’s e-learning program entitled Assessing Facility Bioterrorism Preparedness: A Guide for ICPs will help Infection Control Professionals in their vital role performing facility assessments for bioterrorism preparedness. This 120 minute e-learning program is authored by Terri Rebmann, RN, MSN, CIC, from St. Louis University and member of APIC’s Bioterrorism Working Group. Tools, templates, scenarios, and numerous resources are included in this program about facility assessment and emergency management of a bioterrorist event. The role of ICPs and public health are stressed in planning and coordination of emergency responses. Course Description: A course on proliferation and strategies for its control, covering the spread to state and non-state actors of nuclear, biological, chemical, ballistic missile weapons and technology, and other technologies of destruction such as cyber attack. Designed for practitioners and mixes theory and history with current problem-solving. Beginning with a “how-to” guide to weapons of mass destruction and their effects, the course reviews theories about the spread and control of proliferation from social science literature, postwar history, and international nonproliferation norms and treaties. Applies these tools to recent instances of proliferation control and failure in Ukraine, South Africa, Iraq, North Korea, India/Pakistan, mass destruction terrorism, and “loose nukes” in Russia. Students will develop a comprehensive policy framework for proliferation control in the twenty first century, ranging from international diplomacy and norms to use of military force. The objective is both to strengthen students’ grasp of the underlying concepts and to make them effective career practitioners in the U.S. government, other foreign governments, international organizations, or NGOs. Students are required to simulate realistic policy-making situations and to produce professional products as assignments: concise memos, briefings, and oral and written testimony.

Course Description: The Enhanced IM/UC course focuses on incident management skills, staff responsibilities and the related situational awareness and decision-making skills using a computer-driven training simulation to offer a challenging decision-making environment in a WMD scenario. The course focuses on the Incident Command Post (ICP) and the key decision-making requirements within that response node. Participants learn from the cause and effects of incident decisions while working in an ICP using a simulated, notional jurisdiction. The course begins with a short overview of WMD emergency response considerations and methodologies of the Incident Command System (ICS) in a unified command structure followed by several rigorous computer-driven emergency response chemical, biological, radiological, nuclear, and explosive (CBRNE) scenarios. The course is delivered (resident) in the world-class NERRTC EOTC in College Station, Texas. The WMD instructional team consists of trainers experienced in emergency management and incident response. The course uses a multidiscipline, jurisdictional approach to accomplish the course objectives. Each staff position is integrated into a unified command structure responding to an incident. The course adapts existing incident management systems and procedures to the unique requirements of responding to WMD/terrorism incidents. The overall incident management structure used in the course is based on the National Incident Management System(NIMS) and the National Response Plan (NRP), and is certified by the DHS, Office of Grants and Training.

Course Title: National Terrorism Preparedness Institute (NTPI)
Course Description: Under the sponsorship of ODP, NTPI produces the monthly ComNET (Communications, News, Equipment and Training) and Live Response satellite television broadcasts dealing with Weapons of Mass Destruction (WMD) training and operational initiatives. ComNET is a magazine-style broadcast offering the most current WMD information to our nation's first responders and emergency planners. Live Response features a panel of experts discussing topics of major importance to the War on Terrorism and WMD. The programs are archived as training references available on NTPI's website. Topic selection for the satellite broadcasts is based upon timely issues of immediate benefit for first responders. NTPI works closely in weekly meetings with staff from ODP to identify topics and participants for each broadcast. NTPI sends production crews around the country to develop stories. These crews use scripts prepared by NTPI and approved by the ODP contract manager. The broadcasts are distributed through a system of networks that includes the Federal Emergency Management Agency (FEMA) Emergency Education Network, the National Guard Bureau's GuardNet XXI, the Internet, and many others.

Course Description: This awareness level video will provide first responders with an overview of what constitutes a weapons of mass destruction (WMD)/HazMat crime scene. It will give emergency response personnel an understanding of their roles and responsibilities. The course will begin with a discussion of what is intelligence and what is terrorism. Various perspectives on each of these issues will be reviewed . First, the course begins with an historical and comparative examination of organized terrorism in different countries, both state-initiated terrorism and that directed against states. Second, it analyzes the roots, social organization, and goals of terrorism directed against the United States at home and abroad, with a particular focus on terrorism emanating from radical Islamists in the last quarter-century. Special attention to: the resurgence of militant Islam and the reasons for Islamists’ antagonism toward the West; the recruitment, training, and indoctrination of terrorists; the ideologies and self-images of terrorists; case studies of specific terrorist attacks and their social psychological effects on American citizens. Third, the course examines military actions taken to extirpate terrorism and the efficacy of such actions. Fourth, the course analyzes the exigencies and dilemmas of ensuring public safety in a democratic society. Special attention to: the structure and ethos of intelligence work; the investigation of terrorist networks and their financing; the technology and organization of ascertaining identities; and the control of illegal immigration. Fifth, the course examines the threat of terrorists’ use of biological, chemical, and nuclear weapons of mass destruction and the defenses against such threats. Finally, it appraises the structure and content of mass media coverage of terrorism, as well as official and nonofficial propaganda on all sides of these issues. Course Title: Terrorism in the 21st Century
Course Description: After a few background sessions on the meaning, vocabulary, and history of terrorism, we will discuss what is known about the major terrorist groups in the world today, particularly those threatening the United States. We will then explore and assess options for increasing safety and a sense of security beginning with the major possibilities for prevention: intelligence; control of terrorist access to targets and resources; and deterrence. Issues of civil liberties and civil rights at home and human rights abroad are major considerations here. Next we will turn to the foreign policy dimension of fighting terrorism, ranging from ad hoc cooperative efforts, through coalitions, to actions by the United Nations. The use, limits, and abuse of military force falls into this area. Finally we will address the problems of managing and reducing harmful consequences of a successful terrorist attack, as is illustrated by the handling of the World Trade Center bombings by New York City. We will use as a text Terrorism and America by Professor Heymann, which will be supplemented extensively with articles on each of the subjects. Course ID: FUN100  Course Title: WMD/Terrorism Incident Functional Exercise
Course Description: The WMD/Terrorism Exercise program is designed to help prepare jurisdictions (Cities, Counties, Ports and Airports, Industry) for consequence management functions after a terrorist attack that employed chemical, biological, radiological, nuclear and/or explosive (CBRNE) weapons. It is an assessment-based exercise conducted in the community in the context of their Threat and Risk Assessment and focuses on the jurisdiction's Emergency Operations Plan (EOP). It exercises the planning and response actions between the Incident Command Post (ICP), the jurisdiction Emergency Operations Center (EOC), and other organizations and agencies that would normally be involved in the emergency response efforts following a WMD/terrorist incident. It allows the individual participants and staffs to work together and to improve overall response abilities and staff coordination. Participants work in their actual positions (ICP or EOC), in small group discussions, or in participant activities in a realistic multimedia scenario based on the type of exercise. The exercise is facilitated by subject matter experts (SME) in an observer/controller role. Activities are concluded by conducting a facilitator-lead, after action review (AAR). The AAR consists of open, self-discovery discussions with participants in order to reinforce the strengths in their plan and to identify areas in need of improvement. The exercise process begins with the community assisting in the development of the exercise. NERRTC will visit the jurisdiction prior to the scheduled exercise to develop jurisdiction-selected training objectives, discuss possible training scenarios, and formulate a mutually agreed on exercise plan. NERRTC is prepared to plan and facilitate the full range of exercises in accordance with the US Department of Homeland Security Exercise and Evaluation Program (HSEEP). Once a basic design is developed, training is provided at the jurisdictionÆs location. Upon completion of the exercise NERRTC will complete a post-exercise report that highlights the events of the exercise. It will include the exercise master events list, a summary of exercise events, and training observations made by subject matter experts addressing the ICP, the EOC, and any other responding emergency command or supporting node requested in the exercise drafting process. The post-exercise report is provided to the jurisdiction leadership about 45 days after the completion of the final after action review (AAR).

Course Description: With increasing threats of terrorist attacks, transportation planners, law enforcement officials, and public policy makers must develop plans to enhance the security of surface transportation facilities. Bridges, tunnels, subways, and rail lines are all potential targets of terrorism. The rapid advancement of technology has likewise le to an inextricable linking of the various systems and establishments that form the critical infrastructure of our nation. America’s critical infrastructure is comprised of those systems and assets – both physical and cyber in nature – that are so vital to the nation that their incapacitation or destruction would have a debilitating impact on national security national economic security and/or national public health and safety. Such systems include areas such as transportation, power and energy, communications, finance and banking, and emergency systems. While the establishment and linking of all of these systems creates opportunities for business, trade, convenience, efficiency and the ability to better our lives, America’s dependency upon technology likewise opens it to vulnerability from hostile threats. Attacks upon America’s national infrastructure could crash key computer-dependent control networks such as electrical power grids, telecommunications systems and networks, transportation systems and financial institutions. A deliberate and concerted attack by a party hostile to the U.S. on one or more of these key systems, whether governmental or privately-owned, could have devastating effects. In recognition of the very real threat of this new breed of terrorism – cyber terrorism – the U.S. Government therefore issued a number of directives and regulations focused on unifying governmental and private commercial sector resources in establishing a comprehensive national cyber defense to protect the critical infrastructure. The juxtaposition of the real and perceived threats of Cyber terrorism with America’s dedication to preserving the civil liberties of its citizens gives rise to a significant number of legal issues of first impression. Moreover, as the relevant technology continues to develop rapidly, the ability of the law to keep pace or anticipate dynamic situations is often severely stretched. This course will explore the convergence of the existing laws, equities and variables in this compelling multidisciplinary area, along with the tensions that are created as a result of the various competing concerns.

Course Description: This course will introduce the student to the major components of low-intensity conflict, including insurgency, counter-insurgency, terrorism, and psychological warfare. The term "low-intensity conflict" has a controversial political history; there is neither a rigorous definition nor a consensus on the exact boundaries. For the purpose of this course, "low-intensity conflict" (LIC) covers any warfare short of the actual confrontation between the armed forces of two states. It thus includes hostile action between states short of war, including psychological operations and cyberwarfare, as well as military operations involving non-state actors, such as popular insurgencies, terrorist groups, and even criminal organizations (such as drug cartels) whose activities have political consequences. LIC thus refers to a range of activities, not to a particular forces, doctrines, or forms of organization. Although the Department of Defense organization associates LIC with special operations forces, there is no conceptual connection. Originally, the concept of LIC fitted into a larger framework, with medium intensity conflict referring to conventional warfare and high intensity conflict to the use of weapons of mass destruction. The use of chemical weapons by the Japanese terrorist group Aum Shin Rikiyo in 1995, however, showed that framework falls short of reality. The student will develop a comprehensive understanding of how the U.S. views terrorism, how various policies affect outcomes of counterterrorism, strengths and weaknesses in policy and strategies, threats to U.S. National Security, and suggestions for solutions to these threats. A variety of interesting readings complement the course, to include "Countering the New Terrorism," "Rouge Regimes: Terrorism & Proliferation," "Terrorism & America: A Commonsense Strategy for a Democratic Society," "Target U.S.A.: The Inside Story of the New Terrorist War," among others. Course Description: The murder of military, government and innocent civilians by enemies, foreign and domestic, is a serious issue for U.S. policy makers, military leaders, law enforcement professionals and other first responders. Attacks (successful and thwarted) against U.S. embassies, military installations (including ships afloat), and symbolic targets have not abated since September 11th. This course will provided an expanded review of the agencies tasked with the “War on Terrorism”, provided more information on the major Intelligence disciplines trying to develop Indications and Warning of future terrorist events; profile three different terrorist groups: [Radical religious (i.e., fundamentalism), revolutionary based groups, and political groups] and examine the following: methods of recruiting, ideological development, basic organization, characteristics and actual operations of at least 3 major international terrorist organizations.

Course Description: This course is a study and analysis of international threats to security. In this course, students will focus on a variety of aspects related to both U.S. and foreign threat analysis and action, including the evolution of responses to threats, perspectives on threat action since World War II, principles of threat analysis and response, and assessments of successes and failures of such actions. Students will study a range of books and articles on this topic, develop a comprehensive knowledge of threat analysis, learn how intelligence agencies in the United States assess and counter international threats in order to guard U.S. global interests and protect U.S. national security from adversaries, and understand how various threats affect national security policy and decision making. Objectives of the course include: an assessment of how power and personality play a part in threat psychology, discussion of covert action against threats from the Cold War through current politics, study of the role of U.S. intelligence agencies in assessing and countering threats to U.S. and global security, investigation of the role of terrorism in the United States, probing the role of nuclear and regional deterrence, depiction of U.S. global reach against international threats, and examination of U.S. covert and paramilitary actions against threats. (Note to Students: The course materials, assignments, learning outcomes, and expectations in this upper level undergraduate course assume that the student has completed all lower level general education and career planning coursework necessary to develop research, writing, and critical thinking skills. Students who have not fulfilled all general education requirements through courses or awarded transfer credit should strongly consider completing these requirements prior to registering for this course.)
