Project Responder: Technology Opportunities for Implementing the National Incident Management System. October 2005.
- "The DHS Science and Technology Directorate continues to evaluate how the changing environment affects the needs of emergency responders. Thus, DHS tasked Project Responder to examine the implications of these policies and issues toward responder needs, as well as technology opportunities for emergency response to catastrophes. This report describes emergency responder needs and potential opportunities for implementing the NIMS. In response, Project Responder has spent the last year exploring the needs of emergency responders and managers in preparing for, and managing, large and complex incidents in the context of the NIMS. The purpose was to gain insight into where the DHS can best help state and local emergency services implement the NIMS, and deal with incidents of national significance through the Department's investments in technology."

Resource Sharing: Building Collaboration for Regionalization. September 2005.
- This thesis, by Susan K. Reinertson, discusses "stakeholder level of acceptance for a regional concept to serve as an important determinant for policymakers in moving a regionalization process forward. If progress moves past the acceptance phase, various specific regional plan and/or requirement ideas gathered and documented in this initial step will form the precursor to implementation of North Dakota's regional plan predicated upon levels of capability. The thesis also will document the process used to develop specific equipment lists matched to each of the four levels of Weapons of Mass Destruction (WMD) response as defined in the State Homeland Security Assessment and Strategy Program Reference Handbook."

Emergency Communications: The Quest for Interoperability in the United States and Europe. March 2002.
- This essay, by Viktor Mayer-Schönberger, discusses communications interoperability and its implementation in the United States and in Europe. The paper identifies three steps that have been seen as requirements for interoperability: inventing the appropriate technology, setting common standards and frequencies, and providing adequate funding. The paper looks at each of these steps in the U.S. and European contexts and analyzes successes and failures.
